I'm having the same problem.

Once the apt-get install terminates, i found that i do have the
dhcp_probe binary installed, but when I execute it it exits immediately
with an error:

~$ sudo dhcp_probe -f eth1
note:   starting, version 1.3.0
error:  read_configfile: fopen(/etc/dhcp_probe.cf): No such file or directory
note:   exiting
~$

package dhcp-probe (not installed) failed to install/upgrade: subprocess 
installed post-installation script returned error exit status 1
