Well, I'm no OOo developer, but I tend to agree with you that this isn't great behavior. But the alternative is to break compatibility with possibly *millions* of old Excel and OOo spreadsheets, which is not very attractive. So it's kind of a lose-lose situation. The best thing to do is just be aware of the behavior and adjust your thinking so that you know to write stuff like -2^4 as -(2^4).
