What version of Ubuntu are you running? If you are on Lucid, the volume
applet has merged for the time being with the new message menu under the
name "Indicator Applet." So you can just right click and add the
Indicator Applet to the panel to get the volume applet back.
Just so you know, there are also plenty of ways to adjust the volume
without using the volume applet, for example System -> Preferences ->
Sound, and alsamixer to name two.
