I just saw a patch re-submitted on ipw2100-devel ML for ipw2200 cards, which
seems still necessary with latest linux 2.6.20 kernels.
The comment says:
/* Do not force reassociating if the new essid is the same as the
* current one and we are already associated.
*/
Can't test - but it sounds like this bug.
