While it's technically correct that the contents of the -dbgsym package
would be enough, I don't want to mix dependencies of archive packages
with out of archive packages. It's preferable to depend on libc6-dbg
which is in the archive and always available, and it's not that big a
burden for people who are running valgrind anyway.
