This problem has not been fixed as of lucid beta or the March 28 daily lucid build (I just tested both with the same result as before). The issue seems to affect users with LCD TV's (and possibly nvidia video cards) but the bug disapears when one plugs in their computer to an LCD monitor.
Considering that many people have LCD TV's (and nvidia video cards) and that those users OS's are incapacitated by the bug, should the bug be marked as critical under the bug level definitions? See Bug #545648 for more info. If there is any way I can help please let me know because Ubuntu Lucid does not work at all on my system because of this bug.
