It appears this only happens when I have my two monitors plugged in. If
I unplug one and run the system with one monitor the system boots and
behaves fine. I have now tested this 10 times all 5 times it started
with one monitor and didn't with two. I'm thinking this might be a
driver issue since I haven't plugged the system into the internet yet.

The interesting this is that if I start the system with one monitor and
plug the other one in while it's on, the machine operates fine and had
use of both monitors properly.
