This is intended behavior. Geany does not change indentation types for currently open documents. This setting applies just to newly opened files, which appears to you that Geany has to be restarted to apply this setting. Reason for this behavior is, that Geany would overwrite any per-document or per-project setting, where it also is possible to set indentation types, if she would apply the setting globally. This actually would cause a lot of other problems with the per-document and per-project settings. If you want to apply the global settings to your opened files, you will at least have to reload or re-open them.
