Paul: IMHO, this bug is just a result of the move of the switching functionality from udev (modem-modeswitch) to usb-modeswitch.
Installing lucid's usb-modeswitch seems to solve all the reported issues (without hand-tweaking needed) and the only remaining issue that you seem to mention is that usb-modeswitch is not included by default on Lucid. This is NOT a bug in usb-modeswitch.
