Fresh install of U9.10 on client to apt-cacher server sees this problem. On the server, I've used the default/standard cofiguration file. FWIW The apt-cacher server itself (Xubuntu 9.10) doesn't see any such problems but maybe has different sources. The problem seems similar and surrounding translation related archives. I have not tried the PPA of the apt-cacher in #10. Let me know if more info can be collected.
