Lennart has kindly provided a wiki page on how to debug this - http://pulseaudio.org/wiki/BadDecibel. What sound card are you using ? More than likely this bug belongs with alsa. For now I will leave this pinned to indicator-sound. If you can report back the incorrect DB data we can then push this towards alsa and get this fixed asap.
