Unfortunately, this is still broken for me -- in my case, on x86_64, but
same idea:

console=ttyS0,115200n8 console=tty0

if I boot with plymouth:debug, I still see "serial console found; disabling 
splash".
My desired behavior would be to show the splash on tty0, but not hide output on 
ttyS0.
