I had this same issue with my 3G USB modem (E160) and got the following from 
running the dpkg thing:
Desired=Unknown/Install/Remove/Purge/Hold

ii  modemmanager   0.3-0ubuntu2   D-Bus service for managing modems
No packages found matching usb-modeswitch.
No packages found matching usb-modeswitch-data.

So I ran:

sudo apt-get install usb-modeswitch

and all is well.

I cannot reproduce the bug on the machine and USB modem the bug was
originally found on.
