The Russian keyboard has the at sign in exactly the same position as the Finnish one, that is, AltGr+2. But no great problem there, because one would need to switch to a western keyboard in order to write an email address anyway.
Thank you for reminding me of the file Xmodmap. I have tried to solve the problem with a file /etc/X11/Xmodmap, but to my knowledge, it has no effect whatsoever. I found the idea in http://ubuntuforums.org/showthread.php?t=1311272&page=2. Shall I remove the file in that location, too? With only one keyboard present, occasionally the keyboard layout may revert to the correct one. (I like that!) With more than one keyboard layout, this does not happen.
