@Mathieu: this has been fixed for the official gnome-volume-control- applet! (see https://bugzilla.gnome.org/show_bug.cgi?id=607681)
As far as I can see the new indicator-applet is not yet ready for the masses. Apart from the slow wheel issue and the missing tooltips, it is also unusable in a vertical panel. I prefer the well-proven gnome applets.
