I don't think a new version of pulse audio would fix it, restarting PulseAudio server doesn't free up the device. Neither does restarting dbus, udev or logging out/back in. When I stop X completely and rmmod the snd_hda_intel module, there's kernel bug output (which I was not able to capture from the linux console unfortunately). This is happening below the level of pulse audio.
