I can confirm it. There was an issue with hidden gnome-power-manager icon (bug #529052), but though it has been fixed, it isn't possible to invoke context menu on the icon. Maybe it is intended, but it worked well in past (even in Lucid). Only left button works well - Preferences and battery status are offered.
