Please follow the instructions outlined in https://answers.edge.launchpad.net/ubuntuone-client/+faq/778 This procedure will completely remove & then re-install ubuntu one. Please ensure that you keep bandwidth throttling turned off after completing this procedure.
After following that procedure, please let Ubuntu One run for a while, copy some files into your Ubuntu One Folder.
