To reproduce the main issue in Lucid:
1. Right click the top panel and select "New Panel". Nothing seems to happen.
2. Right click the top panel and select "Add to Panel..." and add e.g. the
brightness applet. A panel becomes visible on the side of the screen.
Alternatively at least logout+login makes the panel visible.
