I am unable to reproduce this when using the steps below:
1. Open Firefox
2. Click on bookmarks -> Organise Bookmarks -> Import/Backup -> Export HTML
3 Do the above but instead of Export HTML use Import HTML
This works with Firefox exported bookmarks as well as other browsers exported
ones.
Please try to reproduce this by trying the above
