In reallity the power-button is displayed, but it's too far after the edge of the screen to be displayed.
I think the code is hardcoded to put elements one after the other to the right. This works on a horizontal panel, but not on a vertical one. To test this open gnome-power-preferences, the General tab, and cycle through the radio-buttons in the "Notification area" group. Notice that when the battery icon is displayed it is masking out the sound indicator.
