It did actually fail.  I had to abort the install and restart it due to
unrelated X issues.  You can see from my dpkg.log that later it did
succeed:

So I agree it's a sequencing issue, although I don't know what or why.
Perhaps mvo could add a special cases in update-manager to make sure
things go in the right order (whatever right is)?
