if you mean the proprietary fglrx driver for ATI graphics cards...then this is
the expected behavior, since the fglrx driver does not support AIGLX
(respectively the texture from pixmap extension).
in order to be able to use Desktop Effects you need to use the open source
"ati" or "radeon" driver.
