There is something related to the last tab as this repro would show:
1) open terminator
2) open new tab (ctrl-shift-t)
3) split new tab (ctrl-shift-o)
3) navigate between terms (ctrl-shift-n): FAILS
4) open new tab
5) split new tab
6) navigate between terms: FAILS
7) Got to previous tab (ctrl-shit-PageUp)
8) navigate between terms: SUCCESS

So, a quick workaround would be to create a new tab to be able to use
term navigation in previous ones.
