I'm not 100% sure whether this is the bug affecting me. Won't be in much of a position to test in the near future, but thought I'd add my symptoms in case they help. I'm running an up-to-date beta of the lucid netbook edition and network-manager has no problems whatsoever connecting to unsecured networks and WPA-Personal networks. My university's encrypted network uses WPA-Enterprise with PEAP and MSCHAPv.2. University tech support can't figure out whether anything is wrong from their end, but I'll post anything they send me if relevant.
