Ok, new progress. In reviewing the comments on this bug report, I
checked to see if Mike Casadevall's patch had been put into main. It
has not. Replacing libspeex1 & libspeexdsp1 with rebuilt versions in
his ppa (and no other changes) appears to fix this issue. Marking
pulseaudio as invalid and will ping Mike to push his update into main.
