I had the same problem, just found the fix:

FIX:
when you see the GDM login window, on the bottom right side is the keyboard 
selection window. Change the keyboard layout to what you need. 

STEPS TO REPRODUCE: 
1° start Ubuntu
2° on the login screen, change keyboard to from your typical "layout A" to the 
new "layout B"
3° log in; now you have "layout B" as keyboard layout
4° go to system->preferences->keyboard (gnome-keyboard-properties), tab Layout, 
you see "layout B", 
5° click "Reset to defaults"; you get "layout A". 


HOW IT SHOULD BE IMHO:
I don't know whether it's a bug or a feature, but it should not be so. IMHO the 
keyboard layout in gdm login window should change the keyboard layout for only 
one session, or even just for the login window. Optionally it could start 
gnome-keyboard-properties after login.

#421212 is different.
