System>Preferences>Windows and selecting 'Alt' as the key to grab and
hold the window fixed this.
Looking at the other bugs this seems to have been a strange interaction
betweeen Sugar and Compiz. I will mark it as a duplicate of #479179 as
the cause and symptoms seem to be the same.

mouse left and right click events are disabled in gnome session after
changing to sugar session
