I am getting what I think is the same problem (but I'm on Karmic).
The OS sees the interface:
$ dmesg | grep 5300

It appears to be "hard blocked" - obviously I have checked in the BIOS
that it's not disabled, and I've pressed the "enable" button.
$ rfkill list

Hard blocked: yes
The laptop is an HP EliteBook 8530w.

I read on a post somewhere that this is a bug in HAL, not rfkill.
