language-selector includes a tool and a python class CheckLanguageSupport, 
which when called with the to-be-installed packages as 'packages' argument 
returns a list of corresponding, but not yet installed translation and writing 
aids packages.
Now it's up to the package managing software to include this function call. 
However, this has been postponed for now.
