Confirming, seen the same on at least 4 completely different machines, but all running Kubuntu Lucid Beta2 AMD64.
As long as NVidia proprietary drivers are not installed, Plymouth is fine. As soon as NVIdia proprietary drivers get installed, Plymouth becomes ugly (kind of 640x480 16 colors corresponding to the pic that the bug reporter attached).
