So only translations are optional. This can easily be solved by moving it from
Suggests to Depends, but there's no need for a meta package.
I initially did it that way because a/ it's a all-arch package and b/ the size
of the debs (as users complained about the download size).
Since i moved the debs to lzma, they shrunk quite a bit, the -l10n package is
still ~1MB.
On the other side, the main deb grew with time to 12MB (from 8MB a few
months ago).
As for using -beta in the name, no. I currently follow the beta channel
for Lucid but as soon as upstream starts a stable channel for linux, i
will follow that for the official ubuntu repositories. So naming the
package with the channel name would mean transitioning it at some point,
which is unwanted.
