Happened here too, just now (installing Seahorse, and it's dependency,
libgpgme11).
Didn't happen when I was installing everything else though (I installed
probably upwards of a hundred or more packages yesterday, not counting
their dependencies).
As of right now:
[EMAIL PROTECTED]:~$ dpkg -l | grep "gnome-panel"
ii gnome-panel 2.18.0-0ubuntu2
launcher and docking facility for GNOME 2
ii gnome-panel-data 2.18.0-0ubuntu2
common files for GNOME 2 panel
