Public bug reported:
The screensaver should care about USER
inactivity while powersave should ALSO be concerned with system
activity.
A diff of two hard drives that contain more than 200 GBs each will take
quite some time. Powersave should not kick in during this process but
the Screen-Saver should work as configured by the user. This will
require two separate notions of inactivity, one for the Screen-Saver only
and one for both Power Management and the Screen-Saver.
