Public bug reported:

I'll have to be brief. the Bug tool (in the top right hand corner) has
never worked great (for me on feisty). But when I tried to click on it
to make it go away, it just keeps popping up with that message (in the
summary) every three seconds, making this paragraph very hard to write.
Of course, I'll reboot, but I'm downloading updates right now and want
to let if finish. If I don't keep closing these windows, they'll keep
on stacking up. checking the "ignore" check-box doesn't do anything
either. Nothing on there works to stop it. couldn't find a parent
process in the process monitor either to kill whatever is spawning it.
anyway, I'm sure it'll be fixed after I reboot, but I'll still have that
bug sitting in the upper right hand corner of my screen, indefinitely.

Any questions, email me. good luck
