I'm on a Core 2 Quad desktop machine (so no Atom), using EFI VGA framebuffer and experiencing the same thing. However, as a workaround, I have removed the "quiet splash" options from the kernel command line, so now I use text mode to enter my LUKS password -- miss-free.
