Thanks for the screenshots.
The ubuntu-mono-dark icons are meant for the dark panel.
Since the gdm is a light colored theme , it can not be used there, the light
icons on a light background will not be visible.
Hence icons similar to the ubuntu-mono-light are used in the gdm. you can find
them in /usr/share/icons/LoginIcons/
All those icons are the same style as ubuntu-mono-light
Not a bug as this is the intended design.
