Jeremy, I get the same bug with a totally fresh install of 9.10 on a brand new, self assembled machine. Here are the pieces:
MoBo: GIGABYTE|GA-890GPA-UD3H RT CPU: AMD|PH II X4 955BE 3.2G AM3 Memory: 2Gx2|GSKILL F3-12800CL9D-4GBRL HDD: 640G|WD 7K 16M WD6400AAKS Blu-Ray read / DVD writer combo: LG | UH10LS20 OEM I suspect the Blu-Ray player, although there obviously is _some_ ability to read from the disc (I get to the LiveDisk page where I can choose to install or run from CD, etc.). I haven't had time to put a well- supported DVD player in and test that yet, nor have I tried Phil's usb workaround. I can try the latest development release of 10.4 if that would be helpful to you.
