If try to remove console-setup, and accept the default to install
console-setup-mini, I get this:

So this hangs in plymouth too. Maybe plymouth shouldn't be involved in
a serial/hvc0 console setup?
I can kill 18365, and the install continues, however I'm unsure as to
what state this leaves the system.
