Public bug reported:

When I start up a freshly installed feisty session on this laptop, the
keyboard seems not to be working.  Doing things that don't rely on X
(like using Ctrl-Alt-F1 to switch to another terminal) seem to work ok,
but even other virtual terms seem hesitant about taking input.

Switching to a virtual terminal and then back to the login screen allows
me to at least log in -- the keyboard seems to be more responsive.

Using an external USB keyboard shows the same symptoms.

Booting into Windows instead of Ubuntu shows none of the symptoms.

At this point, I suspect an interrupt handler or a daemon, but i'm at a
loss for how to proceed.
