Is this still an issue - yes Caps-Lock is not flashing.
None of my partitions are encrypted in any way (that I have ever selected). Does it break whilst going to sleep or resuming - sleeping seems fine (goes into suspended state with flashing power light), resume seems fine except that the screen is blank (lights for power, wifi, volume mute all seem to come on OK, the hard disk light flashes to indicate appropriate activity). Is it reproducible - yes, it seems to be happening consistently every time I suspend/resume Did it work before - not that I am aware of. Running pm-suspend from the console did not appear to generate any messages at all.
