Here is a screenshot I just made.

Basically, launch OO writer, Format>Page then set top and/or bottom
margin to 0.

Although the ruler on the left shows no margin on top, the "frame" on
the page where you can input text is not going to the top of the page.
You'll notice that the left side, also set to 0, shows the right
behaviour.

The same problem shows on another computer with Feisty (Herd 5 with all
updates).

Locale is French. If you can't reproduce the problem, you could try
under a french locale. Let me know if you need more detailed
explanations (just for reference, you're trying this under Feisty,
aren't you?)
