I suspect this is because gfxboot-theme-ubuntu sets console-
setup/layoutcode to us, in addition to setting console-setup/variantcode
to dvorak. Arguably the option should be renamed to "US Dvorak" or the
code in gfxboot-theme-ubuntu/casper should be refined to not preseed the
layout as US.
