I had this problem on Ubuntu-8.04 32bit. 
After Upgrade it is still there in 8.10 32bit.
The same holds for 9.04 64bit with a fresh install.

After having remotely logged in by a ssh-connection with X11-forwarding, either 
as user or as root:
> users-admin
The User Settings dialog appears but the Unlock-button is disabled.

While being logged in locally all works fine.
