Public bug reported:
Binary package hint: modemmanager
This broadband wireless card does not work when hotpluged:
Option N.V. Qualcomm MSM6275 UMTS chip

Workaround, kill modem-manager.
I've appended these log files for Lucid:

2. Successful connection when card was inserted before network-manager service
started

2.2 nm.log_succ.txt
2.3 mm-test.py_succ.log
