This was fixed a while back in edgy:
partman-auto (54ubuntu2) edgy; urgency=low
* Fix hang on partman startup if no disks are present.

There's still a minor glitch in that it offers "Guided - use entire
disk" even though there are no disks present; I'll fix that now.
