Ah, that is a different thing entirely. We wouldn't expect it to resume
appropriately from a power failure. We expect for the machine to have constant
power, from either battery or hardline, when we suspend. Otherwise we enter a
bad filesystem state and when we power back on the machine has to act as if
there was a crash to determine if everything is alright. I would say this was
as expected.
