Most likely because there was lack of ability for debconf to ask the
question.
Personally, I'm against removing the running kernel at all. All sorts of
problems can occur prior to reboot (module unloading/reloading wont
work), and not to mention I'd rather force people into keeping at least
one known-good kernel installed when they upgrade to a new one.
