In my case (Acer AspireOne) it's a BIOS problem. From
http://wiki.debian.org/DebianAcerOne:

"Also, due to a bug in the Aspire One BIOS, all of the available mtrrs
are setup prior to the system booting. This means that Xorg cannot
allocate any to speed up graphics rendering.

It is unlikely that Acer will repair this, since Windows uses PAT for
graphics, and Xorg's intel driver has yet to get this feature."
