  In Bug #548994, Matthew Paul Thomas stated that this is irrelevant
  whether Gwibber happens to be running.
  
  In Lucid, having accounts set up is not enough. The Gwibber service has
  to be started at least once.
  
+ A "workaround" for this bug is checking the option "start service on
+ login" in Gwibber, but correct behavior would be to start the service on
+ demand, the first time the field is used.
